We have an opening for a Technical Services Lead Librarian. You will be responsible for the effective management of the Laboratory’s research collections, including the acquisition, cataloging, access and discovery of locally and consortially acquired content in all formats. The Technical Services Lead Librarian reports to the Research Library Manager and acts on her behalf, as needed. The Research Library is administered by the Technical Information Department (TID) and supported by the Office of the Deputy Director for Science and Technology (DDST). This position is in the Business Directorate.
– Responsible for effective management of the Research Library’s technical services including Acquisitions, Cataloging/Metadata Management, E-Resource Management, Print Collection Management, Collections Analyses, Reporting, Circulation, Interlibrary loan, Author Copyright Agreements records management, Article Processing Charge administration and Library Systems.
– Supervise, oversee and coordinate the work of others in technical services to optimize workflows and ensure timely access to resources. Build team understanding of evolving practices, trends and standards in technical services.
– Develop technical service policies, standards and procedures, including cataloging/metadata standards, for use by others in the library and laboratory.
– Oversee the implementation of a new Library Services Platform and Discovery layer.
– Maintain effective business relationships with publishers, electronic resource vendors, and consortia. Coordinate licensing and service agreements.
– Track the annual materials budget for the Research Library. Collaborate with other institutional financial teams, procurement, contract and policy analysts to acquire resources and monitor expenditures.
– Coordinate with the Library Manager and other library staff on collection development, licensing, scholarly communications, preservation, user experience, discovery, marketing, library assessment and exploration of new service areas.
– Continually enhance expertise in technical services for digital libraries through participation in workshops, webinars, and professional associations / networks. Contributes professionally to the field through relevant conference attendance, scholarly activity, consortial or committee service.
– Perform other duties as assigned.
– Master’s degree in Library and Information Science (MLIS) from an American Libraries Association (ALA) accredited program or equivalent combination of related experience, education and training.
– Significant experience in library technical services (acquisitions, metadata/cataloging, e-resource or serials management), preferably in a consortial environment.
– Experience troubleshooting, problem solving, and communicating solutions in teams in a fast-changing environment; ability to adapt to and guide staff through change in the marketplace; ability to explore and grow expertise in areas of library technical services.
– Proven ability to research, adapt and write technical service specifications, policies, and procedures, including cataloging/metadata specifications, for use by others in the library and laboratory.
– Experience planning and managing projects that involve multiple stakeholders and lead through implementation. Effectively report progress and barriers; research and recommend solutions and opportunities.
– Ability to analyze and synthesize information quickly, thoroughly, and in visual ways (graphs, charts, images) to support decisions and communicate with stakeholders. Ability to communicate complex technical ideas to library and non-library communities.
– Experience with a library service platform and/or platform migration, and preferably in an administrative role. Experience with the administration of web-scale discovery systems.
– Extensive knowledge of a range of scholarly communication services and issues, including open access, digital preservation, copyright management, research data management, and their implications for technical services.
– Leadership skills including ability to mentor and develop team members and advanced communication skills necessary to effectively work in a diverse workforce including scientists, engineers and other technical staff.
– Strong understanding of science collections, the publishing landscape in STEM fields (publishers, vendors, packages, databases, resource collections), and experience negotiating licenses with publishers.
– Experience establishing electronic invoicing, demand driven acquisitions, or integrating library acquisitions functions with institutional financial systems.
– Experience developing metadata standards or guidelines for technical reports collections, digital special collections, visual resources, or research data management.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.
